Ukraine's Ministry of Defense signed a letter of intent on Thursday to develop new defense and satellite communication capabilities with Finnish technology companies Nokia and ICEYE. CNBC, CNBC Tech, and Data Center Dynamics all reported on the partnership. The move comes as Kyiv seeks alternatives to SpaceX's Starlink satellite system, which has imposed speed limits in the country. [1][5][8]

According to CNBC Tech, restrictions on SpaceX's Starlink and Starshield satellite internet services caused fast-moving drones to disconnect and fall out of the sky, hampering Ukrainian military operations. Financial Times Tech reported that Kyiv accuses Washington of intentionally slowing down the technology, which is vital for intercepting Russian attacks. Ars Technica reported that Ukraine is actively altering its drone and combat technology to reduce its reliance on Starlink. [1][2][3][4]

Starlink has played a central role in supporting Ukraine against Russia's full-scale invasion for several years, Ars Technica reported. However, recent disruptions have raised urgent questions for Ukrainian and European officials regarding how to proceed without the service. As FTMQ Tech reported earlier, Ukrainian President Volodymyr Zelenskyy previously stated that Starlink speed restrictions appeared to be deliberate, while United States President Donald Trump denied ordering any restrictions on Ukraine's access. [4][11]

Starlink operates as a constellation of satellites in low Earth orbit, a communication concept originally developed in the late 1980s to provide global data networks with low latency. Nokia and Finnish satellite manufacturer ICEYE will now assist Ukraine in building alternative defense communications to protect national security. [1][8][9][10]
